Would perfect card counting still be profitable if you couldn’t vary your bet?

Let’s say you always play the optimal strategy based on the composition of the remaining decks, but you are required to always bet the same amount and can”t skip any hands.

Would this still be profitable? If not, how much would it reduce the house edge compared to Basic Strategy?

If anyone is interested in running a simulation with these conditions, the game I play is 2 Decks, resplit up to 4 hands,with Double after splitting, double any two cards, no resplitting or hitting split aces, and no surrender.
