Do you follow basic strategy in every true count?

Last time I posted about counting card I learned a lot. This time I want to ask about basic strategy on high count. When I’m showing 16 and the dealer shows a 10. True count is 4 (in a single deck blackjack table). By basic strategy you should hit but the chance of the hit busting is very high. On the other hand dealer probably has a high card not showing. So either way you are f’ed. So what has a mathematical advantage in this case? Or is it the same just have to hit and pray you don’t bust?
